O projeto de lei que prevê a obrigatoriedade do plano de condução para veículos em cidades com mais de 500 mil habitantes passou pela câmara e pelo senado sem nenhuma oposição e será sancionada pelo Presidente da República na próxima segunda-feira (11/4).
O procedimento proposto por deputados com base no projeto do CICTT – Centro Integrado de Controle de Transporte Terrestre, tornará obrigatório o uso do equipamento para registro do plano de condução, denominado CIPC – Controle Integrado de Plano de Condução, para controle do tráfego terrestre de veículos motorizados nas grandes cidades.
Entenda a criação do CIPC
O módulo de registro do plano de condução foi desenvolvido por pesquisadores da UFMG – Universidade Federal de Minas Gerais em parceria com a Google em 2013, e aperfeiçoado com investimentos federais até chegar ao primeiro protótipo comercial apresentado em 2016. Desde então montadoras de todo o mundo se interessaram pelo projeto e apoiaram as pesquisas e formulação do projeto de lei no Brasil, que foi apresentado ao senado em 2018.
Funcionamento do CIPC
O módulo CIPC veicular se integra à rede de inteligência do CICTT, responsável pelo controle de tráfego de veículos motorizados nas grandes cidades brasileiras. O módulo faz registro do plano de condução informado pelo motorista: basicamente o local do destino e a previsão de partida. As informações são enviadas à CICTT que processa a melhor rota e autoriza o horário de partida do veículo e a velocidade média que deverá ser mantida. A previsão de saída pode atrasar em até cinco minutos, pois é levado em consideração o melhor momento do fluxo de veículos, com o objetivo de reduzir o tempo em congestionamentos ou semáforos.
O equipamento permitirá o envio de informação sobre deslocamentos de emergência, através de uma tecla especial. Dependendo da necessidade do condutor: hospital, posto policial ou, por exemplo, clínica veterinária, o CIPC orientará a melhor rota, sinalizando outros condutores sobre a proximidade de um veículo em situação de emergência.
Também poderão ser agendadas rotas diárias, rotineiras. Nestes casos o CIPC irá privilegiar as saídas destes veículos, bem como os veículos que executarem o agendamento do plano de condução com uma hora de antecedência.
Desde que foram iniciados os estudos, em 2012, as grandes cidades brasileiras já apresentavam falência dos sistemas viários, vindo ao colapso em 2016, quando foi registrado somente em São Paulo 290 Km de congestionamentos. Os investimentos nos transportes coletivos trouxeram resultados, no entanto a demanda da solução de transporte individual, familiar ou corporativo manteve o crescimento, tornando a solução de controle de tráfego a mais viável, com menor custo.
A lei sancionada irá estabelecer o prazo de três anos para as montadoras implantarem a tecnologia nos novos veículos e quatro anos para que os proprietários de veículos usados façam a instalação dos equipamentos.
O custo do equipamento, com instalação, está previsto em R$ 35,00. A mensalidade do pacote de dados para funcionamento do equipamento será de R$ 1,75.
